Disaster Recovery Centers
The City and County worked closely with the state and FEMA to open Disaster Recovery Centers for Angelenos impacted by the fires.
Recovery Centers support individuals with the following:
- Lost vital records (birth certificates, death certificates, driver’s licenses, social security documentation)
- Disaster relief for people with homes and businesses lost or damaged by the fire.
- Referrals for mental health counseling and other services.
- Area entry passes for Palisades residents and authorized contractors. Visit the Re-Entry site for additional information

Returning To Your Property Safely
- The Unified Incident Command has authorized reentry to certain evacuated areas for RESIDENTS ONLY. To learn more about how to return to your property safely, residents should follow the safety precautions available in the LA County Public Health pdf. - LADWP has issued a DO NOT DRINK NOTICE for Pacific Palisades Zip Code 90272, and Adjacent Communities in the LADWP Service Area North of San Vicente Blvd due to the potential of fire-related contaminants that may have entered the water system in the area. Affected customers are urged to not drink or cook with the tap water until further notice.

Right of Entry - Private Property Debris Removal Information
The Right of Entry form for the free debris removal program is available to residents impacted by the recent Eaton and Palisades fires.
- To participate, residents must complete the Right of Entry form, which is now available to download or complete online for which information can be found at the LA County Recovery Website and at Disaster Recovery Centers.
- The Right of Entry form is part of Phase 2 of the debris removal program where residents can Opt-In for free nonhazardous debris removal by the U.S. Army Corps of Engineers or residents can Opt-Out. Currently underway is Phase 1 of the debris removal program, which includes the removal of hazardous debris.
- To participate in the free service, residents must complete a Right of Entry form by March 31, 2025. The US Army Corps of Engineers and their contractors cannot access a property to conduct the debris removal unless this form is completed.
- Residents can call the Fire Debris Hotline with questions, or if they need help filling out the form at: 844-347-3332. In-person assistance also is available at the Disaster Recovery Centers open 9 AM to 8 PM.
The free debris removal program covers property assessment; asbestos removal; tree removal; ash and soil removal; burned debris removal; structural demolition; vehicle removal; erosional control; environmental monitoring; and potential foundation removal.
If You Opt-Out
Residents may also opt out and pay a specialized, approved contractor to remove the remaining fire debris, following all necessary requirements, rules and regulations. Federal and state disaster funding will NOT reimburse you for your debris removal work if you Opt-Out. You must also agree to follow the "Management of Los Angeles County Wildfire Debris" guidelines and specifications for private debris removal if you opt out.
ASBESTOS and HAZARDOUS WASTE REMOVAL
- It is important to note that hazardous waste must be identified, segregated, and disposed of at a certified Household Hazardous Waste or Recycling Facility. The City's Department of Public Works Bureau of Contract Administration has compiled a list of certified asbestos and hazardous material contractors for your reference.
- Property owners will not be allowed to build on their property until cleanup and removal of all hazardous waste has been completed by contractors certified by the Contractors State License Board for asbestos and hazardous substance removal in accordance with applicable standards.

LA Disaster Relief Navigator
A new on-line tool is available to Angelenos affected by the recent wildfires. Information can be found on the website at the LA Disaster Relief Navigator, which enables individuals and families to develop personalized plans to access the tools needed to start rebuilding their lives.
The LA Disaster Relief Navigator gives Angelenos impacted from the wildfires a simple step-by-step action plan. It is an extension of the LA Disaster Recovery Centers and the work of the Mayor’s Fund Los Angeles, an independent 501(c)(3).
The LA Disaster Relief Navigator is an online tool that helps Angelenos impacted by the wildfires easily navigate the many resources available to them. It first asks clarifying questions about the person’s situation and then creates a personalized Disaster Action Plan. The Action Plan includes prioritized resources with useful tips to apply for specific services. Users will be directed to appropriate resources for government programs, insurance assistance, home damage remediation, temporary and permanent housing solutions, and quick cash grants and valuable local community services.
Better Angels and Imagine LA developed the LA Disaster Relief Navigator in partnership with the Mayor’s Fund for Los Angeles and the Office of Mayor Karen Bass. Support and guidance was also provided by the Annenberg Foundation and the R&S Kayne Foundation Los Angeles.

- You can apply online at the FEMA website. Applying online is the easiest, fastest, and most convenient way to apply. The deadline to apply and be eligible for FEMA assistance is March 10, 2025.
- You can also apply via the FEMA App for mobile devices
- Call the FEMA helpline at (800) 621-3362: 4 a.m. to 10 p.m. (PST). Help is available in most languages.
- FEMA can provide the following types of financial assistance
- Special Needs Assistance Grants – $770 one-time payment to afford immediate needs like food, water, hygiene, and transportation.
- FEMA Individual Assistance For Housing – Homeowners can receive FEMA Individual Assistance grants for home repair,replacement, and for temporary housing up to $43,600.
- FEMA Individual Assistance For Other Needs – Another $43,600 is available in the form of a grant from FEMA to cover medical expenses, damage to a vehicle, household items/property, funeral expenses, moving/storage, and childcare expenses, etc.
- Tax Filing Deadline Extensions
- IRS Federal Tax filing deadline is extended to October 15, 2025 for individuals and businesses within the covered disaster area. You can read more about this by going to the online press release or by calling the 866-562-5227 hotline for more information regarding federal taxes.
- California State Taxes filing deadline has been extended to October 15, 2025 for all Los Angeles County residents. You can learn more by going to the online press release.
- City of LA Office of Finance announced all business locations within zip codes 90402, 90272 and 90049 will be automatically granted an extension of the business tax renewal deadline to April 14, 2025.
- In addition, any taxpayer with a business located outside of these zip codes, but whose business was interrupted as a direct result of the fires, may be granted an extension as well, provided that a written request, including reasonable proof of the interruption, is sent to the Office of Finance before the February 28, 2025 renewal deadline.

- Financial Support from the Red Cross:
- The Red Cross is currently reaching out to wildfire survivors to discuss their eligibility for financial assistance. If you received a message or call from a Red Cross representative, please follow the steps outlined in that message or learn more at the Red Cross website
- Please be aware of scams or people posing as Red Cross representatives. You will receive an invitation via email and text based on the contact information the Red Cross has for you. If you’re unsure whether the Red Cross has reached out, please call 1-800-RED-CROSS (800-733-2767)

Report Price Gouging
- Price gouging is illegal during an emergency. This means that businesses cannot increase the price of food, repairs, construction, housing, emergency and medical supplies, and gasoline more than 10% for 30 days after the emergency declaration issued on January 7. This also includes rent increases, as well as hikes in hotel and motel prices for evacuees who are seeking emergency housing.

Help With Locating Pets In Evacuation Areas
- Call the hotline: (213) 270-8155. You will be prompted to provide your contact information and to answer key questions about your pet, their possible location, and needs. A care team of trained Animal Control Officers from LA Animal Services will be dispatched to the location where the animal is needing assistance. You will be notified once the care team has visited the property.

Assistance for Businesses and Workers
- City of Los Angeles Business Tax Relief Program
- The City of LA Office of Finance announced a Business Tax Relief Program for people and businesses directly impacted by wildfires. The tax relief program is offered to businesses whose location was destroyed by the wildfires or whose business experienced severe economic disruption for not less than forty-five (45) days beginning January 7, 2025.
- Businesses that do not meet the business tax relief program requirements but were directly impacted by the wildfires are still able to request for a filing extension on or before February 28, 2025.
- Taxpayers applying for the Tax Relief Program are also encouraged to apply for the Tax Extension. All businesses located within zip codes 90402, 90272, 90049 will be automatically granted an extension of the annual business tax renewal filing deadline to April 14, 2025.
