Disaster Recovery Centers

The City and County worked closely with the state and FEMA to open Disaster Recovery Centers for Angelenos impacted by the fires. 

Recovery Centers support individuals with the following:

  • Lost vital records (birth certificates, death certificates, driver’s licenses, social security documentation) 
  • Disaster relief for people with homes and businesses lost or damaged by the fire.
  • Referrals for mental health counseling and other services.
  • Area entry passes for Palisades residents and authorized contractors. Visit the Re-Entry site for additional information

Returning To Your Property Safely

  • The Unified Incident Command has authorized reentry to certain evacuated areas for RESIDENTS ONLY. To learn more about how to return to your property safely, residents should follow the safety precautions available in the LA County Public Health pdf. To request these materials in an alternative format or other languages, contact LA County Public Health at (844) 914-1006 or email DPH-ADA@ph.lacounty.gov
  • LADWP has issued a DO NOT DRINK NOTICE for Pacific Palisades Zip Code 90272, and Adjacent Communities in the LADWP Service Area North of San Vicente Blvd due to the potential of fire-related contaminants that may have entered the water system in the area. Affected customers are urged to not drink or cook with the tap water until further notice. 
  • LADWP will be distributing bottled water to affected customers at the following distribution locations:

    • Palisades Branch Library, 861 Alma Real Dr, Pacific Palisades, CA 90272
      8 a.m. – 4 p.m. (7 days a week)

    • Rustic Canyon Recreation Center, 601 Latimer Rd, Santa Monica, CA 90402
      8 a.m. – 4 p.m. (7 days a week) 
      Access at this location may be limited only to customers residing within a Residents Only Zone

    • LADWP Trailer Facility, 16701 Calle Arbolada, Pacific Palisades CA 90272
      8 a.m. – 4 p.m. (Temporarily closed through Friday, February 7)

Right of Entry - Private Property Debris Removal Information

The Right of Entry form for the free debris removal program is available to residents impacted by the recent Eaton and Palisades fires.

  • To participate, residents must complete the Right of Entry form, which is now available to download or complete online for which information can be found at the LA County Recovery Website and at Disaster Recovery Centers
  • The Right of Entry form is part of Phase 2 of the debris removal program where residents can Opt-In for free nonhazardous debris removal by the U.S. Army Corps of Engineers or residents can Opt-Out. Currently underway is Phase 1 of the debris removal program, which includes the removal of hazardous debris.
  • To participate in the free service, residents must complete a Right of Entry form by March 31, 2025. The US Army Corps of Engineers and their contractors cannot access a property to conduct the debris removal unless this form is completed.
  • Residents can call the Fire Debris Hotline with questions, or if they need help filling out the form at: 844-347-3332. In-person assistance also is available at the Disaster Recovery Centers open 9 AM to 8 PM.

The free debris removal program covers property assessment; asbestos removal; tree removal; ash and soil removal; burned debris removal; structural demolition; vehicle removal; erosional control; environmental monitoring; and potential foundation removal.

If You Opt-Out

Residents may also opt out and pay a specialized, approved contractor to remove the remaining fire debris, following all necessary requirements, rules and regulations. Federal and state disaster funding will NOT reimburse you for your debris removal work if you Opt-Out. You must also agree to follow the "Management of Los Angeles County Wildfire Debris" guidelines and specifications for private debris removal if you opt out.

ASBESTOS and HAZARDOUS WASTE REMOVAL

  • It is important to note that hazardous waste must be identified, segregated, and disposed of at a certified Household Hazardous Waste or Recycling Facility. The City's Department of Public Works Bureau of Contract Administration has compiled a list of certified asbestos and hazardous material contractors for your reference.
     
  • Property owners will not be allowed to build on their property until cleanup and removal of all hazardous waste has been completed by contractors certified by the Contractors State License Board for asbestos and hazardous substance removal in accordance with applicable standards.

Applications to opt-in and opt-out are available online and in-person at Disaster Recovery Centers locations.

 

LA Disaster Relief Navigator

A new on-line tool is available to Angelenos affected by the recent wildfires. Information can be found on the website at  the LA Disaster Relief Navigator, which enables individuals and families to develop personalized plans to access the tools needed to start rebuilding their lives.  

The LA Disaster Relief Navigator gives Angelenos impacted from the wildfires a simple step-by-step action plan. It is an extension of the LA Disaster Recovery Centers and the work of the Mayor’s Fund Los Angeles, an independent 501(c)(3).

The LA Disaster Relief Navigator is an online tool that helps Angelenos impacted by the wildfires easily navigate the many resources available to them. It first asks clarifying questions about the person’s situation and then creates a personalized Disaster Action Plan. The Action Plan includes prioritized resources with useful tips to apply for specific services. Users will be directed to appropriate resources for government programs, insurance assistance, home damage remediation, temporary and permanent housing solutions, and quick cash grants and valuable local community services.

Better Angels and Imagine LA developed the LA Disaster Relief Navigator in partnership with the Mayor’s Fund for Los Angeles and the Office of Mayor Karen Bass. Support and guidance was also provided by the Annenberg Foundation and the R&S Kayne Foundation Los Angeles.

 

Assistance for Individuals and Families

  • One-Stop Rebuilding Center - Palisades Recovery 
    • A single place for Palisadians to go for anything they need from the City when rebuilding their homes or businesses under the expedited and streamlined process created under Mayor Bass’ emergency executive order. 
      • Location: 1828 Sawtelle Blvd., Los Angeles, CA 90025 
      • Hours: Monday - Friday, 10 AM - 8 PM; Saturday & Sunday, 10 AM - 4 PM
  • FEMA Assistance is available. There are three ways to register for FEMA Assistance. You can learn more at this video tutorial:
    • You can apply online at the FEMA website. Applying online is the easiest, fastest, and most convenient way to apply. The deadline to apply and be eligible for FEMA assistance is March 10, 2025.
    • You can also apply via the FEMA App for mobile devices
    • Call the FEMA helpline at (800) 621-3362: 4 a.m. to 10 p.m. (PST). Help is available in most languages.
    • FEMA can provide the following types of financial assistance
      • Special Needs Assistance Grants – $770 one-time payment to afford immediate needs like food, water, hygiene, and transportation.
      • FEMA Individual Assistance For Housing – Homeowners can receive  FEMA Individual Assistance grants for home repair,replacement, and for temporary housing up to $43,600.
      • FEMA Individual Assistance For Other Needs – Another $43,600 is available in the form of a grant from FEMA to cover medical expenses, damage to a vehicle, household items/property, funeral expenses, moving/storage, and childcare expenses, etc.
  • Tax Filing Deadline Extensions
    • IRS Federal Tax filing deadline is extended to October 15, 2025 for individuals and businesses within the covered disaster area. You can read more about this by going to the online press release or by calling the 866-562-5227 hotline for more information regarding federal taxes.
    • California State Taxes filing deadline has been extended to October 15, 2025 for all Los Angeles County residents. You can learn more by going to the online press release.
    • City of LA Office of Finance announced all business locations within zip codes 90402, 90272 and 90049 will be automatically granted an extension of the business tax renewal deadline to April 14, 2025. 
      • In addition, any taxpayer with a business located outside of these zip codes, but whose business was interrupted as a direct result of the fires, may be granted an extension as well, provided that a written request, including reasonable proof of the interruption, is sent to the Office of Finance before the February 28, 2025 renewal deadline.
  • Find information about the Pacific Palisades Post Office closure and related information about parcel pick up and retail services here.
  • If you lost your job due to the fires, you can find information on how to  apply for benefits through the State of California Employment Development Department website.
  • The Federal Small Business Administration can provide resources and assistance for businesses of all sizes, nonprofits, homeowners, and renters impacted by the fires. Learn more at the Federal Small Business Administration Website.
  • Financial Support from the Red Cross:
    • The Red Cross is currently reaching out to wildfire survivors to discuss their eligibility for financial assistance. If you received a message or call from a Red Cross representative, please follow the steps outlined in that message or learn more at the Red Cross website
    • Please be aware of scams or people posing as Red Cross representatives. You will receive an invitation via email and text based on the contact information the Red Cross has for you. If you’re unsure whether the Red Cross has reached out, please call 1-800-RED-CROSS (800-733-2767)
  • Be aware of those who try to take advantage after fires or other incidents, Learn more at the California Department of Insurance website on how to avoid after disaster scams.
 

Report Price Gouging

  • Price gouging is illegal during an emergency. This means that businesses cannot increase the price of food, repairs, construction, housing, emergency and medical supplies, and gasoline more than 10% for 30 days after the emergency declaration issued on January 7. This also includes rent increases, as well as hikes in hotel and motel prices for evacuees who are seeking emergency housing.

Help With Locating Pets In Evacuation Areas

  • Call the hotline: (213) 270-8155. You will be prompted to provide your contact information and to answer key questions about your pet, their possible location, and needs. A care team of trained Animal Control Officers from LA Animal Services will be dispatched to the location where the animal is needing assistance. You will be notified once the care team has visited the property.   
  • If you have a disability and need an alternative way to contact the hotline, please complete the Los Angeles FIRE Evacuation Animal Services Form in English or Spanish
  • Reuniting With Lost Pets - If you found a pet or if you lost a pet, please enter the information and upload a photo into the digital database run by Petco. Learn more at the website: PetcoLoveLost.

Assistance for Businesses and Workers

  • City of Los Angeles Business Tax Relief Program
    • The City of LA Office of Finance announced a Business Tax Relief Program for people and businesses directly impacted by wildfires. The tax relief program is offered to businesses whose location was destroyed by the wildfires or whose business experienced severe economic disruption for not less than forty-five (45) days beginning January 7, 2025. 
    • Businesses that do not meet the business tax relief program requirements but were directly impacted by the wildfires are still able to request for a filing extension on or before February 28, 2025.
    • Taxpayers applying for the Tax Relief Program are also encouraged to apply for the Tax Extension. All businesses located within zip codes 90402, 90272, 90049 will be automatically granted an extension of the annual business tax renewal filing deadline to April 14, 2025.
